Stan Fullerton is the current Sanitation Commissioner. He is basically a crook himself, accepting bribes and doing his own side business on the city's dime and in his official office. He mocks anyone who questions him and tells them he is above the law. His beefy bodyguards are always there to back him up, and he can always call the cops whom he has some sort of deal with.
