Eldritch Earth: Five Hacks Deep

Shadow Maxwell is the most notorious criminal in Jorvikburg. He is a lone-wolf cat-burglar (mixed metaphor perhaps) who is not associated with other criminals in town. No one seems to be able to describe his face but everyone agrees that he has pulled off extraordinary crimes in the town and shire, stealing from the most secure of locations.
