Created out of a legendary multi-national alliance from the equally legendary human homeworld millenia ago, the United World Alliance was the galactic government of all humanity for many thousands of years. After the Galactic Civil War of about 500 years ago, the UWA was broken and humanity divided into a large number of small stellar states.
