The naval base supports the operations of the Interdiction Squadrons that sweep through and destroy all vessels in the Forbidden Zone.  Outside of the heavily shielded naval station, the world is a screaming, radiation soaked hell-hole filled with hordes of mutated waste-land warriors.  The System Administrator is whoever is currently the commander of the naval station, currently Captain Veronica Bay.
