Interstellar Warlords
When a society either reaches Development Index level 6, or else somehow acquires enough spaceships to form a rudimentary fleet, there is a danger that if an ambitious cult, party or dictator gets control that it might begin a campaign of conquest.
Such Warlords are more concerning than most pirates or scavengers from a question of scale alone. If the warlord is non-human and is trying to conquer other non-humans, then his progress should be monitored, but it is really not the concern of the Space Patrol. If the warlord, whether human or non-human, preys on human colonies, then the Space Patrol is tasked with stopping him as best as it is practical. Although in some situations a case might be made for taking a human warlord's side, except for short-term matters, that is a question for the Space Patrol High Commander or even the Space President.
