It is the Space Patrol's duty to arrest such mad men and destroy their work.

Those who practice with biologic pathogens and manufacture of nuclear or anti-matter warheads outside of a recognized interstellar government are also to be dealt with directly. While action is not so necessarily immediate and relentless.
