The PGU was a large federation of many different species and many different civilizations in this end of the galaxy.  It seems to have existed for several thousand years.  The major homeworlds of the PGU had reached a standard and stable level of DI-8 on the [[development_index|Development Index]].  Earth joined the PGU in 2181 AD and had its rapid colonization period during the last phases of its existence.  The PGU was destroyed when one of its member civilizations created an A.I. known as [[Omni-Mind|Omni-Mind]] that turned out to see that genocide of all intelligent like was the most efficient means to achieve its programmed goals.  The clash between Omni-Mind and the sentient computer virus [[Avenger-3|Avenger-3]] saw them both destroyed, untold trillions of beings killed and all digital data stores anywhere completely obliterated.

Those who look back at the PGU either dream of it as a lost golden age, or as a cautionary tale of blundering and failure.  Details concerning most of the workings of the PGU are completely lost.  The destruction of digital information storage in the A.I. apocalypse created what is called the [[Historical Hiatus|Historical Hiatus]], leaving us in the dark about which species founded the PGU or even which were members.
