+These guys suck.  They can be encountered anywhere, but only as individuals, small groups or a ship's crew.  Their origins and homes are unknown.  Mostly they are infamous as thieves, assassins and spies, being expert in stealth, intrusion and recon.  Although they have a reputation for treachery, they are known for abiding to employment contracts.
