Holmer, the Earl of Walworth is the Knight Commander of the combined military forces  of the [[shield lands summary|Shield Lands]] and leader of the [[Knights of the Holy Shielding]].  The individual barons and lordlings rule their domains independently, but Holmer commands military actions by the alliance.
