Unlike the corrupt failure that is Quarter, Soul on the Rocks is a functional institution that brings help and comfort to the lost souls of The Bowery. It was founded and is run by Captain Wilkins of the Salvation Army, a noted international charity and missionary organization. The mission brings hot soup and bread to all comers and feeds as many as it can every day. It also has a shelter for women and children in desperate straits, sheltering as many as it can.
