**Background/Motivation**:  Ruston Key grew up in the neighborhood near the Gotham Screen-Door Factory.  When it closed, his family fell on hard times.  He spent some time on the streets before signing up for the army.  While he was serving, things in the neighborhood got worse.  Ruston swore to help fix things once able to come home.
