Jack Riley, (Scurvy Jack to his "friends") is the lieutenant in charge of the evening watch of the Leaderton Boulevards Precinct (I.e., Crime Alley). He is completely owned by the [[wound_ravens|The Wound Ravens]], both his brothers being members of the gang.  Riley makes sure that whatever new captain that is appointed to Crime Alley is quickly put in his place or sent elsewhere.

Riley's hair is always slicked back and generously filled with pomade.  He is clean shaven and bug eyed.  His laugh is loud, shrill and annoying.  He's altogether bad in character.  

In a run-in with masked vigilantes, Riley was sent to the hospital after being badly beaten in February 1934.  He has vowed to scour Crime Alley for those creeps whenever he recovers.
