+The Marvins are a violent street gang found in many of the wards of the city.  They are easily recognizable by their brown, pointy wizard-like hats and the fact that they call everything they like or dislike "Marvin". When not engaging in basic street crime, they typically just drink to excess.  It seems likely that they are run by some more serious and dangerous organization.
