To a Bloody Pulp

I was thinking about the HQ Staff–Pierre, Gorak, and Eugene. Should we stat them up as 20Xp Wild Card characters (equal to the starting PC's). Then we can use them for when a PC is incapacitated, the player can use one until his dude recovers. Also, some special cards would allow the PC's to use a single staff member for a session, outside the building. The staff will of course do stuff in the building.

Any thoughts? Any guys you'd like to start?
