Former Gotham City Building Commissioner, now serving a 20-year sentence for fraud and manslaughter in a state prison out of town. He was discovered in a bid-rigging scheme that resulted in the deaths of several people due to substandard construction. Simons' brother and partner Kip, a Crocker contractor, was killed and Simons himself marked for death by his co-conspirators. These plotters were led by Brick Moates who followed him as building commissioner.

Simons was convinced to plead guilty to avoid being murdered by his partners by the intervention of Our Heroes.
