The Gotham City police commissioner has the authority to hire and fire officers, issue regulations, and allocate police funds. He serves, however, at the pleasure of the mayor and can be fired at will by his honor. Each district has a Police Captain who answers to the commissioner and commands the cops of the district. Several Inspectors are appointed, working from the Central HQ to investigate major crimes and check on the captains.
