Background: Harrison Jenkins is the older brother of Wilson Jenkins (aka Ramrod) come to Gotham City to avenge his brother's death. He served in the trenches of the Great War and was shot in the head by a German sniper. He miraculously survived and still carries the bullet lodged in his brain. Doctors didn't dare try to remove it and it seems to have given him certain advantages along with a few slight disadvantages (His Edges and Hindrances).
