Filbert's Shipping Warehouse is a disguise for the largest illegal casino in the city. It's a clean operation, but the house wins in the end, of course. Potential customers are brought into a waiting room, until someone will vouch for them (staff or trusted customer) and then are ushered onto the casino floor. Diamond Jack Flanagan of the The Wound Ravens runs the place and he contracts out to Big Steve for collections.
