Filbert's Shipping Warehouse is a disguise for the largest illegal casino in the city. It's a clean operation, but the house wins in the end, of course. Potential customers are brought into a waiting room, until someone will vouch for them (staff or trusted customer) and then are Bush e red onto the casino floor. Diamond Jack Flanagan of the The Wound Ravens runs the place and he contracts out to Big Steve for collections.
