Bud Weems is completely venal and completely unpleasant. He's loud, smokes the vilest cigars, drinks cheap gin constantly. On the rare occasions he comes to work, it's only to scream at his employees and throw things. All he's interested in is using his position on The Gotham Transportation Authority to squeeze money for his gambling jaunts and to kick up to the mayor.
