Gotham Heights is a district that is a tale of two demographics split by a highland ridge that runs North to South parallel to the river. To the West of that ridge, by the docks is a quiet and industrious business community. Here is located Cheeseball's Restaurant, a celebrity owned diner positioned to milk the rubes.
To the East of that ridge is a rough and depressed residential area. It is in this depressed area, with easy access to Gotham Village, that the local Communist party has located their headquarters.
