Brick Moates

Former building commissioner of Gotham. A shifty, clever politician and the Building Commissioner of Gotham. He was found slain in his Old Gotham apartment early this morning. He had been brutally stabbed, beaten and shot. He and a collection of dead and brain-dead men were all found on the second floor, dressed in some sort of ceremonial robes.

He was unhelpful to Team C when there were fears of the Roachman's terrorist threats.
