Legend says that Gotham City was founded around a series of mysterious ancient stones.  Beneath these stones lies the immortal sleeper who has waited for 40,000 years to awaken when the time is right.   There has developed a cult dedicated to its worship, led by a hereditary priesthood.   The high priest always takes the name [[Strega|Strega]] (although some claim that there has only been 1 Strega who is immortal).
