This secret complex appears to be a deserted apartment building attached to a boarded up warehouse in the [[crime_alley|Crime Alley]] district of the city.  It can be found at 233 Leaderton Boulevard at corner of Ridgeford Street.  

Appearances can be deceiving.  It is actually a sophisticated arsenal, laboratory, barracks and garage for the Vigilantes of the [[gotham_city_restoration_project|Restoration Project's]]
