=====Sam Simons=====

Former Gotham City Building Commissioner, now serving a 20-year sentence for fraud and manslaughter in a state prison out of town.  He was discovered in a bid-rigging scheme that resulted in the deaths of several people due to substandard construction.  Simons' brother and partner Kip, a crooked contractor,  was killed and Simons himself marked for death by his co-conspirators.  These plotters were led by [[brick_moates|Brick Moates]] who followed him as building commissioner.

Simons was convinced to plead guilty to avoid being murdered by his partners by the intervention of [[our_heroes|Our Heroes]].
