Filbert's Shipping Warehouse is a disguise for the largest illegal casino in the city.  It's a clean operation, but the house wins in the end, of course.  Potential customers are brought into a waiting room, until someone will vouch for them (staff or trusted customer) and then are ushered onto the casino floor.  [[Diamond Jack Flanagan|Diamond Jack Flanagan]] of the [[wound_ravens|The Wound Ravens]] runs the place and he contracts out to [[big_steve|Big Steve]] for collections.
