His origins are completely mysterious, but his compassion and work ethic are on display for all to see.  Captain Wilkins arrived in town 3 years ago and soon established the soup kitchen and shelter called [[soul_on_the_rocks|Soul on the Rocks]] in [[the_bowery|The Bowery]].  He is completely selfless and intensively private about his personal life and his past.
