[[Brick Moates]] - A shifty, clever politician and the Building Commissioner of Gotham, killed by vigilantes.  He was unhelpful to Team C when there were fears of the Roachman's terrorist threats

Frank Sampson - This [[Mayor Buckhouse]] appointee was tragically killed just weeks into his term when his head was stuck in a file drawer and fell out of the third story of the building.

Brad Lapen, the current Building Commissioner, helped [[Nathan Snow]] kidnap [[rufus_merriwhether|Rufus Merriwhether]].  He now knows the location of Team C's headquarters and intends to use that information as leverage to stay in power.
